Could it be possible the flap froze inside the throttle body?
This is why they ran engine coolant through the throttle body to keep it from freezing.
Idle creates some moisture and when its really cold the moisture builds up by the throttle body and froze before the coolant had the chance to heat it up.
Makes sence to me. Since it was so cold on Monday. My car said -3 that morning and 6 degrees after work. Thanks again!

he did say the CEL stayed on. Would a freeze damage the unit?

I don't think the throttle body on the 2015s and up have any coolant going through them. I looked at my GT and didn't see any coolant lines going to the throttle body. Also, if you touch the throttle body after driving around, it's cool to the touch, so no hot coolant is going through it. The throttle body pictured in post #28 does have the coolant fittings, but that is for earlier Mustangs.

I'll talk to the tech tomorrow. Now I'm very interested in how this years throttle body works.

It's all "fly by wire". The blade is controlled by an electric motor based on signals from the ECU.

Most cars have the coolant flowing through the throttle body. Maybe they don't have it on the mustang meaning no long idle in cold weather. Start it, idle for 1-2 minutes and start driving slowly.
My FJ Cruiser has coolant flowing through on the throttle body.
I guess they never had the Mustang to be used in extreme cold weather in mind.
Unless they have some kind of heating element but in your case not working.

doesn't look like the 2015 mustang throttle body has coolant. This is from the americanmuscle web page:

The delivery of the throttle body was late today so they didn't have time. No big deal to wait another day,but a phone call would have been nice. I had to call them and that's the news I got. And I f--k up by not getting a rental. Still think this dealer does and has great service. All the people there are very nice and always willing to talk and help.
