Its usually air deflection to cut down wind/road noise and help with aerodynamics. Usually its flat and long across the lining though. Need a better angle to see what it is imo.

If your talking about the little flap in front of the wheel you can remove it, wont cause any harm. Mine broke off a long time ago.

my left hand side, screw and speednut(u-clip?) broke off of the deflector. Now its attached with an oversized push pin. Curious to see how many others got it damaged like me somehow.

On my 2018 they are about as wide at the tires themselves. They actually look like reverse mudflaps. Probably going to remove them at some point.
