Pretty sure that has to do with them (dealer) not being setup to handle titling a car CA not the ability of the car to be titled in CA.

Off topic, but I just moved from HI to CA and before I could register my EcoBoost I had to get it smog tested. My car is not 50 state legal and the emissions sticker under the hood clearly stated, "NOT FOR SALE IN STATES WITH CALIFORNIA EMISSIONS." I had to sign a form stating I was a resident of HI before registering my car in CA because according to them it is not a 50 state legal car, it is only 49 state legal apparently. (according to the state of California, not according to Ford or anything)

When you are in CA and you purchase even a new car from out of state, you will HAVE to get it SMOGGED in CA before you can register it. With the SMOG test completed, you will have to go to either the DMV (or AAA if you are a member) and an agent will HAVE to come outside to inspect the car. The Inspection is really comprised of 3 things. 1) to confirm make and model is indeed what is on the form; 2) validation of the VIN; 3) to locate the Federal (white) emissions sticker and to notate that it EXPLICITLY states that the vehicle is compliant with CA emissions standards. Once these steps are all done, the car can be registered.

Note that for MANY years, almost all domestically produced vehicles were 50-state compliant. However, with the 2015 Mustang and potentially other Ford models, CA emissions was an option. (I just ordered a 2016 Focus RS and for sure CA Emissions is an OPTION that must be ordered.) It's great to hear from others that the GT350's are all 50-state compliant. If I was taking delivery, I'd make sure that the MANDATORY emissions label was very explicit about CA emissions compliance.
Pretty sure I don't have to smog where I live in CA. Last I checked, Humboldt was one of the only, if not THE only, county in CA that didn't require smog for vehicle sales. Granted, it's been years since I bought a new car so I could be mistaken. Maybe it's just that we don't require annual smog...

So I emailed the dealer and told them what I've read here and they responded with this:

"As much as we would like to work with you on the purchase of a new Shelby, California does not provide us a title to vehicles sold in that state. If you have a residence in another state, we can probably work with that."
That is because CA wont title the car until they inspect it (at the DMV), can they not sell the call with the manufacturers certificate of origin?
