Boot on parking brake

Does anyone have an issue with the boot that attaches to the handbrake? Specifically, right before the handle. There is nothing to keep it in place and it just pulls back a bit and looks like crap.

It shouldn't be moving around. A zip tie should fix it. See step #12 on this page

Ahhh, was trying to figure out how to get a zip tie in there. Didn't think of taking it off. Thanks!
