The blend date is at the top above where the paint color is listed, and has BLEND written right under it.

And in most cases the string of numbers are the same as the build date

I believe you are correct. My car has a blend date of 01/08/2021, planned production start. Looking at the etis report I can see the finish date was 01/11/2021. Not sure what the lower number is, possibly the date a VIN is assigned, but that's a guess.
