2018 GT missing primer base paint

I don't know if it matters or is related, but I wonder about these "3-wet" paint processes like Ford is using. As i understand it, they spray on the primer, color coat, and clear coat with no baking or drying in-between. It all cures together in one stage.

In your case, maybe the primer tank was empty... like a bad inkjet cartridge. Surely they'd catch a mistake like that...

Extremely unlikely this is missing primer. The paint processes are so highly automated that this would have to have a serious breakdown of equipment and monitoring systems to occur. If there was an issue all the cars potentially affected would be pulled from the line to be checked.

I see an adheasion problem which is caused by poor surface prep or more likely contamination of the body in white. This could be as simple as someone physically laying a hand on that spot of the vehicle before paint. I tend to agree with the dealer this is probably localized.

In the response from Ford, they explained the wet on wet process, but only for the paint and clear coat. See their response to the dealership (who then forward it to me) :
