2017 GT Hood Bubbling Rust

Is it true a cars paint can be covered up to 60,000 miles? I have bubbling of paint on the hood. I tried to go to the dealer but it was a mess. Can I get my hood replaced?

I believe the corrosion warranty is for 5 years/unlimited distance, but I don't know if they cover it unless the panel is perforated.

Metal perforation is not a prerequisite from 2016 forward regarding the aluminum body panels. Also to note, the aluminum body panels are to be replaced, not fixed.
