This lack of info is getting to my head I guess. Wish they would just tell us when order banks will open..You might be reading into it too much. On sale to me means this is when you can buy it.
I think dealers will have their initial orders for stock in before individuals place their orders.

So the MP1 end up as press cars for reviews i am guessing?Allow me to try.
In the past Ford has had 3 prototype phases (X-1, M-1 and Verification Prototype) with the Mustang. These are non-saleable prototypes and were likely built at the Dearborn Pilot Plant. Generally, after testing these prototypes get destroyed.
The second stage are the build sequences which includes tooling trial (TT) and pilot production (PP) in which they refine the build process. This is where we are now (as we see with the picture of the Ruby Red S550 at FRAP) as they ready the plant for mass production.
Finally comes mass production where the vehicles built can be sold. There are two stages to mass production - MP1 and MP2. MP1 is where both the previous model (S197) gets built along with the new model (S550) simultaneously to ensure a smoother transition. MP2 will be exclusively S550 on the line.
If MP2 is second week of July, I'd say it sounds like it is just about on target for the schedule previously posted here.
