How do thd seat belt retainer things work /function?
See highlighted section in a screen shot of the owners manual below. In addition to what the manual says, one end of the belt guide (manual calls it a web guide) is attached to the seat by a fairly strong magnet. If the belt/web guide is used, you pull the magnet end of the leather strap away from the seat, insert the belt, and reconnect the magnet end of the strap back to the seat.

When I first picked up my car, I didn't understand the leather strap's purpose and the owners guide wasn't clear to me either. It looked so flimsy that it never occurred to me that it was a web/belt guide. Just about every friend who looked at my car also asked me what it was used for. Also, when first looking at the leather belt/web guide, it's not immediately apparent that it's attached via a magnet and, since you don't know how hard to pull it the first time, you're not sure if you'll break it or not, LOL. I think Ford could have done better documenting this since there's nothing in the owner's manual that explains how it's attached.
