It could be a exhaust leak. Maybe only off throttle exhaust pulses are making that sound. I would loosen, check, and retighten all the clamps. Without hearing it that is my best guess.
The only thing I can think of is maybe using some WD40 or some seafoam deep creep and letting it soak to see if it will help loosen it. I used it in the past when adjusting exhaust position. Then get a really cheap dremel as mentioned before if that doesn't help.
