Maybe in Canada but in the US all the refineries send the refined gas to distribution tanks then tankers get fuel from those tanks and off to the shell, then BP then costco.......Costco buys the cheapest fuel possible, then add the bare minimum additive package.
The EPA sets the base gas formula for each region. All refiners have to meet that formula exactly. The additive packages are added when the truck fills up.
The only diffrence is the delivery to Shell gets it's add pack from the pump marked Shell. Same for BP, Sunoco, VP ect......
