It seems I will be limited of power by using Whipple with pump gas .what if I switch the plan to TT will I face same problem ?

My plan to get whp 1000 on pump gas using sleeved block .is it possible?

Yes will be a problem. Good luck finding a tuner. Pump Gas/1000WHP??? Sleeves aint gonna help ya with that.

I know it will be difficult to have 1000 whp on pump gas .However, we don't have e85 in my country. I can use c16 but it will be expensive.

It will be an easy to get more than 1000 whp using c16 but I will be not the challenge to modify the car

98 RON would be as low as 88 MON to be considered 93 in the USA.

95 RON would be as low as 91 MON to be considered 93 in the USA.

MON is a number that they came up with actually using the fuel in an actual engine. RON is just an educated guess on how it will perform.
I would be cautious with fuels that don't have a RON+MON/2 rating, they can be very good or very bad depending on the QC.
The RON number is not a calculated guess. It as an actual value just as the MON is. The difference is the conditions in which the number is derived under. RON is tested under lower engine speeds and temperatures. MON is tested at higher speeds and temperatures.

Honestly, you won’t make 700rwhp on 95 RON.
I’m not making 700rwhp on 98 RON. (Made 620rwhp, Whipple stage 2, 3.75” pulley)
For the Americans playing at home, 98 RON is basically your 93, maybe slightly less.
95 RON will be sub 91.
Turbo will be more efficient for sure (minimal parasitic loss).
C16 is the only way you’re going to get there sorry mate.

As others said, you simply cant make that kind of power on that fuel. No matter what kind of built engine you have, you are still limited by fuel. Different FI setups may make slightly more or less power with all else equal, but overall you will still be limited by fuel.

Aside from C16 the only other thing you can do is meth injection. That would help you get some more power out of your 95. Hell you could make 1000whp using meth+95 if you want but you will be relying on your meth system more than your actual fuel system, so you better make sure you have failsafes and the best system money can buy. I wouldn't recommend going that extreme with it. Add meth injection and get around 100 extra hp is a little more on the safe side.
