whipple flare tool questions

I have a lund tune and i have different wheels and tires. Can the whipple flare tool adjust my speedo so its correct without interfering with the Lund tune?

A friend that works at a ford dealer says that IDS cant adjust tire size on the 2015/2016.

Because this info change is done in the BCM my LUND Tune is not affected.

it just amazes me that this tool can do it but IDS cant..lol thanks for the replies
