I mean it's not a huge complaint, but it's certainly a minor annoyance, but I figure as racer said below, it's probably a safety thing. They want to make sure you're consciously aware of choosing Track Mode every time.
It's a legal requirement. Any car that has the option of turning off traction / stability controls, or lowering their limits (like in a track mode), HAS to automatically reset to "fully on" whenever the engine is restarted, under U.S. law.

Be thankful that's all it is; the E.U. is considering entirely outlawing the practice of allowing traction / stability control to be disabled.

It is more likely that it is this way due to dumb people and not Ford being difficult.

Change is a reaction or preventative measure, either someone did something dumb and they are trying to prevent re-occurrence (forgot the mode stuck and crashed due to over aggressive throttle response), or preventative to prevent someone from doing something dumb (like that example) and suing.

The common denominator is a stupid person that causes these safety precautions.
