What is this part as delivered ?

When Mustangs were delivered and rolled off the trucks to dealers. This part was often found on the passenger floorboard. This came from my 2021 Mach 1 However I saw this plastic red piece in several different mustangs 21-23 years Any ideas? it's about 9 inches long

I suspect it’s some kind of pedal lockout or restrictor ?

Those VIN #’s seem definitely different than the U.S. cars.
