Refund? What's that? I make sure I always owe. And aside from the obvious benefits of owing, I found another 2 years ago.

Someone else filed a return using my SSN and got a huge refund. They didn't use my name or my address. They used completely bogus income documents. Still the IRS issued a fraudulent refund to an untraceable account. It seems SOP is to issue refunds no matter how obviously fraudulent they may be because there is a law/regulation that says they must issue refunds within x days but they aren't able to vet them in that amount of time.

So when I e-filed my return on April 15th, it got bounced back.

When I called to find out what's up, I was informed of the situation and that (with barely restrained glee in their voice) this could hold up my refund for a year. I told them I owed and asked if this means I should hold off paying for a year. They didn't like that at all. Took all the glee out of them.

It was apparent thru the entire process that they could care less about the money they paid the scammer. Its just taxpayer money; there's always more where that came from.
