washing tires after using gel

I put the Meguiar's gel on my tires a week ago, and yesterday when I was washing the car the tires had that dry look again. It contrasts with my black wheels and makes them look dirty. I didn't run soap across them until after I noticed this because I thought they might just actually be a bit dirty. I did one gentle swipe with a brush using my regular car soap and they looked exactly the same after.

So, I applied some more gel. Isn't this stuff supposed to look shiny for weeks?
