valve cover leak?

noticed small oil leak driver side, seems to be leaking onto exhaust manifold, I assume it's the valve cover leak a lot of other owners have
looks like I can
a: check bolts and tighten to spec
b: pull valve covers drill out 4 holes both sides to add the bolts Ford should have put on to begin with per tsb

c: replace valve covers with ford performance m-6067-m52s aluminum cam covers

questions are
1: if I change to aluminum covers will I have problems with state inspection
2: do I need special tools described in service manual to do the job

I installed the aluminum gt500 valve covers

Getting ready to order the aluminum covers myself. Did you end up needing the special tools? or just swap and go?

Edit: 2-14-23. No special tools were needed. It was a royal pain to get all the k brace and battery tray stuff out, but it all went back together ok. 6hr job :( On my old fox body it would have been something like 20min
