I was in a town in Illinois many decades ago where red lights would switch to yellow during the overlap time when lights in both directions are typically red. I wondered if drag racers were on the city council. But I assumed the reason was so people could save a few seconds by proceeding with caution if there was no cross traffic.

Why is this not in the US right now?

Since A LOT (most?) pedestrian walk signs already do that, would be cheap to do. Would tell people who are stopped how long they can text before the honking starts.
