I am considering upgrading from Power Pack 2 to Power Pack 3, obviously a 350 manifold and tune are needed. Here is exactly what Ford Performance had to say via Ford Performance site chat.

Please wait. An operator will be with you shortly.

One moment please...
We apologize for the delay. A representative will be with you shortly.
Steve says:
Hello Julian Sears. My name is Steve how can I help you?
Julian Sears says:
I have some questions about the 2015-2017 Mustang power packs
Julian Sears says:
I currently have power pack 2 on my car but want to upgrade to power pack 3
Steve says:
We do not sell the tune seperately. Some customers have purchased the Intake and had their veh dyno tuned
Julian Sears says:
all of the pp2 components are used on pp3, id hate to have to re-buy everything
Julian Sears says:
yeah I'm in CA so need the CARB tune, and I do still need the GT350 manifold
Steve says:
OK, Dyno tuning can’t give you a CARB Number. As far as I know, the intake manifold is the only part you need.
Julian Sears says:
I wish FP sold an upgrade kit with just the manifold and tune
Steve says:
That was discussed but was not going to work legally for CARB etc
Julian Sears says:
neither is a dyno tune
Steve says:
Correct
Julian Sears says:
so i will have to just buy the whole kit
Steve says:
Unfortunately yes
Julian Sears says:
and there is no way FP can work something out, I'm willing to pay in full for the manifold and tune file, whatever that works out to, its just such a waste to have to buy the airbox and throttle body all over again
Steve says:
No Sir
Steve says:
This has been discussed from before it was introduced.
Julian Sears says:
I understand, I just wanted a firm answer from the horse’s mouth before spending unneeded money. thank you
Steve says:
You are welcome!!

I’m not here to bash ford performance but dude seriously. What kind of business is this? If I want to later go to another stage I’m basically punished because I didn’t shell out the 1000+ the first time? This company is starting to get on my nerves.

Yeah, I think their business model is a little flawed, though I understand that they're trying to pull in the guys that NEED the warranty and refuse anything that's not Ford backed. Some people will upgrade to PP1, realize it's not enough, then shell out the money for PP2, and when they get tired of that, drop the money on PP3. My biggest issue with them is that the tune is not transferable. I had a guy that was willing to sell me a PP2 setup for a really good price, but after contacting Ford Performance, I found out that the tuner was locked to his vehicle in perpetuity. Pretty dumb, if you ask me, but it drives their sales.

Sell pp2 buy pp3. You could probably get close to what you paid for it since they are in such high demand.

Working for a retail corporation myself it's a canned operation. Sell a product as is no modifying orders. Sucks for the consumers perspective it's a lot easier to manage for a company.

You cannot sell the tune, it is forever linked/locked to the original VIN it was loaded on.

This is the single biggest downside to the power packs: no upgradability.

Sounds to me that they are doing this for legal issues to comply to CARB requirements. Was pretty evident in the chat you posted.

Yeah that was the message I got, their hands are tied by CARB, cant really blame FP. So the question becomes is another 10ish hp worth 1000 bucks? I am leaning toward no at this point.

You can return your car to stock...re-flash the your ECU with your stock tune, but the FP tune is not transferable to another VIN. When you download the FP tune it registers your VIN with the FP tune file.

So BS. every tuner i've owned (non FR) you were able to resell by unlocking your VIN. Wish i knew this before buying it last week :(

The easiest way to do this is to simply buy an OEM GT350 manifold, find someone with HP Tuners, pay $100 to get some credits then adjust 2 parameters in the tune (manifold volume and fuel cutoff). The rest of the tune is the same between the PP2 and PP3.

Of course you lose any warranty "benefit" of having the power packs, but this will be alot easier and cheaper than trying to sell your CAI and then buying an overly expensive PP3.

That would not be 100% CARB kosher, and might result in a failed SMOG = no registration.

Why not? You're using the same exact tune and manifold as the PP3, except flashed with HPT instead of the Ford software.

Plus, you have the CARB # from your PP2. Would anybody doing your SMOG be able to tell that you don't have a PP2 installed and have a PP3 actually?

Because CARB sucks!

In reality probably not, unless you got a anal smog tester who pulls OBD2 data
