Tire/Wheel Question

Alright, I know this question has been asked but haven't found solid info/answers from my research. I have the ECO PP and am needing to get a new set of tires. Stock is the 255/40 and I wanted to go a little bigger for a wider stance. Wheels are the 19x9, so what can I fit without rubbing in the front? Does a 275 work or would 265 be the most? I don't quite understand how to compare the tire size you can get based off the wheel size.

Also, I live in MO and was planning to get AS tires. Is there an understanding for not running a summer/UHP tire in cold weather due to the quality not being made for it? Thanks for any input/feedback!
