On my 2017 I have Sync 3 v. 2.0

Why will it not update to the latest version via wifi despite having automatic update enabled and manually checking for latest update?

I know I can do it with the usb but that seems like a complicated solution to what should be an easy thing. Is there a wireless workaround?

The short answer is no, you have to flash via USB. I don't know why this doesn't work and there are endless discussions between various Ford vehicle forums with just as many reasons but I got tired of trying to make it work so I downloaded from Ford and flashed it.

Make sure you are connected to WiFi. Not on a hotspot. But WiFi from your home. Park in the garage and connect to your home WiFi.

My 19 GT updated itself with no help from me. I got in the car on Monday and the notification popped up that it had updated.
