Sounds like scrub on cold tires. The inside tire has more lock than the outside (because designed ackerman), and at full lock, will have a tendency to get dragged briefly upon initial forward or reverse movement. Because it's cold, it skips and grips, skips and grips, which gets fed back into the rack.
That makes sense... now that I recall, my car doesn't exhibit the noise in warmer temps. It usually happens in the early morning and recently more often since it has been a lot colder.

Well I think BmacIL really nailed it. Always great input. This definitely makes sense as I get this because of the cold weather on initial driving. But its gone after a little driving.
