Strange or Normal (Wheel areo curtains)

Based on the previous thread...i have 20 inch foundry wheel, i pulled the foam 2 months ago and cant tell a difference either way.

I would gamble that the car's aero in regards to brake cooling is why Ford has blocked off this ducting. That's my guess.
