Slipping belt or not

I would like to ask your opinion.
When it got colder (30-40F) I started to hear whistle sound from the front:



(first 30 seconds)
Could you please listen?
Is it a slipping belt sound?
Plus, I see a lot of dust on pulley.

Cooler air is denser air. It isn't overly surprising you're hearing the blower more now that its cold out. If your belt is slipping at low rpm like that you've got bigger issues lol
