Seat heat-cooling problem - seat back only

Hey everyone.

I have a 2015 GT Premium and only the driver seat back doesn't heat or cool. Everything else works normally. It's not the blower. I've installed two new blowers - one used and one new -both show correct resistance across pins 1-2. (2.9-ish k ohms). When I turn on either heat or cool, the part on the blower around the peltier gets very hot but the fan does not spin. It moves no air. The seat bottom works fine.

No codes show up on my ODBII scanner. There are no burned-out pins on the SCME or wiring harness. Anyone have any ideas about what to check next?

Thats - good info! WHat part controls the fan voltage - the SCME?
