Rear Fender Flare Question

I picked up my Mach 1 in June. The front fender flares and the driver side fender flare were missing. The front fender parts were delivered and installed two weeks after I took delivery. But the driver side rear fender flare was not ordered. I followed up with the dealership every couple of weeks and they said the part has not come in. Today I take may other in for servicing and ask for an update on the rear fender flare. Later in the day I get a call and they are not sure what I am asking, so I send pics (See attached). They ask me to bring in the car. Their parts team looks at it. One says it that might be how it is supposed to be. I show picture of car from Ford website that shows the driver side rear fender flare. They are puzzled. Part is getting ordered. Has anyone else had issues with the rear fender flares not being installed on their Mach 1?

Looks like you got the small part we get in Europe by mistake (we get them on non-HP, you don't have them in USA on non-HP).

This is the part number i ordered. i added them to my non HP car. also needed some screws, clips, and plastic push pins.
