Question about painting

2016 Mustang GT 6 Speed Magnetic Metallic
So I have a Magnetic Mustang Base.

If I were to get a black premium off of someone, could it be easily painted over to Magnetic or because it's black, it would be more difficult to paint over?

I'm not too sure what exactly you are trying to paint, but as long as you seal the part you are painting you can spray any base coat you would like and easily achieve the desired color.

I mean to say a Black Premium rear bumper to Magnetic.

It should not be an issue, because the factory urethane bumpers are stamped/molded black. If the donor bumper cover is not damaged, a body shop would scuff the clearcoat surface down, apply base primer then apply paint/clearcoat.

Something to keep in mind:
Some people on eBay and salvage facilities are asking in excess of $350+ for damaged and semi-decent bumper covers... A brand new unpainted Ford Premium rear bumper is +/- $300 on eBay, or if sourcing it out via Google. So you're guaranteed an undamaged and clean canvas to supply to the body shop (or to prep/paint on your own) without having to put extra labor $$$ into the prep.
