Long story short, just got a '15 GT (my '12 GT got totalled because some people don't understand stop signs) and I was only given one key fob. It's got a CAI, it's lowered, and it's got what is possibly the jankiest installation of an MBRP exhaust in history (who welds the clamps to the pipes???) which will be replaced soonish. With the CAI and exhaust it clearly has a tune because the low-end torque on this thing is ridonkulous.

I'm a PC tech, so of course I'm wondering if using FORScan to program a second key is a thing or if I REALLY need to bring it to a dealer. I'd rather buy a compatible OBD device (if the Veepeak VP11 I already have doesn't fit that bill) and program a second (and third) fob myself if it's possible.

My only concern is that there have been a few threads where dealers have said that a tune is messing with the ability to program keys. I don't have the device used to program the tune (and the previous owner hasn't contacted me after the dealer passed him my email), so that may be a problem.

So, is FORScan programming a second key a thing or am I forced to take it to a dealer?

I haven't taken the time to touch or read up that much on FORScan, yet, because I've got a zillion things going on, but certainly will if you guys tell me this is doable.

You can't use Forscan to program a second fob if you've only got one. You have to go to the dealer or a good locksmith. Don't bother buying a second fob off amazon or ebay, whomever you get to program the second fob will insist on sourcing the fob for you (or will ask you to provide a dealer receipt) to ensure it's the correct one for your vehicle.

You don't need a dealer. Heck, much of the time a dealer doesn't do their own locksmith work. When I bought mine the dealer owed me a second key. He. Had me meet a mobile locksmith in the parking lot. The locksmith provided the fob, programmed it and cut the emergency key in about 15 minutes.
So, call your dealer and ask who the use and call them on your own.
Or you could buy a decent 2 way scan tool with key programing ability and do it yourself. Those start around $800 and you'll still need to find someone to cut the emergency key.
