Procharger tensioner loose?

So my buddies car is a little different, a stage 2 the tensioner looks loose to me, it is a P1X but mine has 3 lines it has to be in between these two lines preferably around the center which is 40-60% tightened correct? So this is loose on this procharger.

Hard to determine belt tension by the pic. Refer to install manual to properly set tension.

Hard to determine belt tension by the pic. Refer to install manual to properly set tension.
manual just states how to install the belt and release the tensioner once in.

Ah, I have the old style tensioner.
Oh well that makes sense, because i turned the tensioner with the 1/2in extension and all it does is remove the tension from the bracket (works as a bolt) so it's useless. I can't stick the smaller wrench either on the opposite end because the valve cover is In the way. Procharger in other posts have said their shouldn't be any adjustments on this one, that it works straight out of the box

honestly this thing has made me feel stupid, im pretty sure my tensioner is messed up because i can't find any solution. Basically when i put the 1/2" extension and turn clockwise the assembly just wants to get loose, (the arm of the tensioner and the double line base. Im going to call procharger and then order a new one either way
