That's correct.
I’m trying to picture the best way of doing this with getting the belt on. I’ll have a friend, but my thinking was to put pressure on the spring tensioner as I route the belt. as I’m holding it, I would have my friend slide the adjustable tensioner up to that 75-80% mark and tighten the Allen bolt to lock that position, then I can release the spring tensioner and ideally it’s sitting about half way thru that range?
Did I get that right?

Okay so basically you Locked the adjustable tensioner out to 100% and slipped the belt on with the breaker bar putting pressure on spring tensioner? I imagine that left you with the tightest possible belt, and you just loosened the tensioner and slide it back bit by bit till it’s around the 70-85% mark or looked right? Thanks man appreciate your help!!!

I started at the loosest, and adjusted tighter from there, but you've got the general idea.
