So recently my 2018 mustang GT started to idle rough once it would reach normal temps it would drop rpms for a few seconds idle rough like its trying not to cut off and then go back to normal it only happens at idle or if im stopped at a light etc. it has cut off on me like 5 times now just at a light i go to turn it back on and starts like normal i plugged into a x tool and it gave me these codes. Spark plugs are brand new and coils all seem to be fine i really dont know what else it could be and was wondering if any one else has had this issue in the past. hopefully its not anything crazy and a issue that could be savable. i have heard it could be the vct solenoids and a mechainc told me to just buy a whole new intake manifold

If needed i could also reply with a video of what it sounds like from the engine bay when reved up also forgot to mention my CEL comes on and off when it feels like it

I'm not sure what that mechanic was thinking by blindly recommending an intake manifold if you showed them those codes. Anyways, some quick diagnostic steps you could take is swapping the coil pack and spark plug from cylinder 2 to different cylinders (i.e. spark plug to cylinder 1 and coil pack to cylinder 3) and see if the misfire travels to those cylinders or not. Does your X Tool show you live engine data? That cam code is concerning and can be an indication of more serious concerns or it could just be a failing solenoid. If you don't mind spending a few hours pulling off your valve covers then you could swap the solenoids from one bank to the other and see if the timing code follows or stays with bank 2. Another test would be briefly supplying power and ground directly to the affected solenoid to see if it will actuate or stick in its current position.

Does the first code P0022 mean the PCM output is over retarding the cam more than a normal condition? Or does it mean the readback of the cam is more than PCM commanded setting?

High probability that the VCT solenoids are the issue. Replace both sides. Your mechanic was likely referring to the intake manifold runner control, and specifically the shaft the breaks, and causes the flaps inside to become unresponsive. This too, will cause misfires, but I've never seen it cause the P0022

P0022 means that there is a fault in the camshaft position and not a fault of the PCM command. The PCM is commanding a certain position but the camshaft is unable to attain that position.

so should I just replace the vct solenoids or do the vvt ones aswell just incase

I never recommend throwing parts at a problem, nor can I diagnose your issue over the internet.
If I had a dollar for every post I read that went like this:

"I had a misfire and I replaced the plugs, coils, VCT solenoids, cleaned the MAF, put a bottle of injector cleaner in, replaced air filter...and I still have a misfire"
