...Yes, the toe changes. I set my street front toe for 0. Then track toe measures (via toe plates) 1/8" OUT after resetting camber for track. (I'd have to do the trig to convert inches to degrees.)...
I like this idea but this old fart can't do trig anymore. Can someone please tell me what 1/8" out converts to in degrees?

Converts to Tan-1 (0.125 / 22.5) = 0.32deg total toe, so 0.16deg per side.

Just out of curiosity, those 22.5 inches are measured from where to where?
It's the width of the toe plates.

Thinking I should readjust for +1/16" toe-in street and -1/16 toe-out track. Maybe a third turn each side.

What I should try to remember is the conversion constant:

X = Degrees / Inches = 0.318 / 0.125 ~ 2.5

Well, there is no easy answer to this question. The manufacturer track specs are a good starting point, particularly if you haven't changed anything from stock. The track that you are racing on will have just as much to do with your final settings. Some are very tight and technical, others are a bit more open. The best way to determine whether you're getting the most out of your tire patch when you need it the most...in turns...is to quickly take the tires temperature across the tread when coming into the paddock. If it is fairly even across the tread, then you're probably getting the most from your tire footprint.

Another less accurate but still informative means is to have a friend position himself/herself at one of the challenging corners of the track in such a way that they can snap a few closeup pics of the front tires as you come through the turn.

I frequent a very tight-technical track and before I changed sway bars, which I just did from the factory units, I was running Vorshlag camber plates, Steeda Sport Springs, and much wider rubber, 305-30-19 tires and had my track settings at -2.80 on both front, with barely any toe, +.13 to +.10 and + 7.00 on caster. Rear camber is -1.5 with toe at +.15. These settings will in all likelihood have to altered with the Ford Performance Track Sway Bars I just installed. But said before, each car will be different based upon whether it's stock or not, and the kind of track you'll be driving on.
