How to install previously removed spoiler.

I would like to buy and install a PP spoiler that was pulled off a fellow members car. How is the best way to go about it seeing as the tape has been removed or used already?

You're going to need to remove all of the residue from the spoiler first then apply adhesion promoter and new 3M. For the stock spoilers this isn't as "critical" because of the actual hardware that holds them in place, but I'd say do it right all the way around if you can.

Dip Dissolver works phenomenally in my experience but there may be a 3M equivalent. Goo Gone and WD-40 didn't do the job for me.
