High Pitch Whine Ecoboost

Searched the forum and found an old thread with something similar but the videos were no longer available so I'm not sure it's the same. Brand new ecoboost and and highway speeds, between 2000 and 2500 RPM I hear a loud high pitch whine. When I set the cruise at 70ish, its loud enough I have to crank the stereo to drown it out. Is this normal 'turbo' noise or is it not normal. I have an appointment Friday with Ford but when I described it to them, they asked me 'are you sure it's not just engine noise'? No, it's not just engine noise.

Update: Over the last two weeks it's been in 2 Ford Dealerships to diagnose and repair. He first said its not diagnosable and to pursue lemon law and the second dealership has had it for 4 days and has no clue where it's coming from. It's been in the shop 3 times now for the same issue in the first 30 days of ownership. I haven't even made a payment yet. Anyone dealt with buyback or lemon law before?
