All I hear is a relay kicking off then the fan speed relative to the level of heat or cooling.... The car was warm inside this morning... did the passenger seat for shits n giggles... definitely cold air blowing

We've been over this before folks, there's a TEC plate with a blower that is used for hot and cold.

Depending on what you're asking it to do the blower noise will sound different.

Yeah... I know... people are trying to say it only recircs air... which it does not...except using cabin air it's actually cooled with those plates or electro thermal blocks

Thanks for clarifying the cooling option in the seats. I got to sit in a pre-production GT months ago that had the premium seats. The Ford Rep demonstrated the seat cooling.
He said that the cooling was simply the seat fan recirculating cabin air. Which is why I made the comment, originally. Subsequently, I have found out that he didn't know about or was incorrect on quite a few features on the 2015.

All I can say is they did the heated seats in the 2015's right. They heat up within about 30 seconds, whereas previous cars I've had with heated seats took 5-10 minutes.

Do the seat fans change speed as the level of activity is changed?

More or less, there are temp sensors in the seat and at the module, the module will change the cooling/heating output and blower speed as it sees fit to accomplish your requested level.
