The A/C seats use a peltier element.
The Peltier element can heat when current is supplied in one direction and produces refrigeration when the current is reversed. The seat fan should be equally effective blowing air in the seat in either direction. The peltier cooling effect is not as efficient as the resistive heating. The one problem with solid state temperature control is that any energy used to cool the seat is also trapped within the car's interior. Your kitchen refrigerator usually dumps the waste heat out the bottom or back of the unit into your room.
