That is a bit of a contradictory statement as your implication (burning more fuel) is regarding drag and in the case of the Gurney Flap, that drag isn't without additional downforce.Gurney is for the track. Anything under 100mph isn’t doing anything except burning more fuel.
You are right. I got the 100mph from this forum. There has been a few discussions on this in the past.The supplement doesn't say anything with respect to your comments about "under 100mph."
Simply stated, if there is drag due to the flap, it is producing some amount of downforce - depending on speed.

The supplement states “The Gurney flap must be removed for on-road driving”. What is the reason for that? As someone stated earlier, it may be due to fuel mileage.
