Gen 2 timing, crank stops w/ resistance

Almost embarrassed to ask. In the middle of timing my new motor with Gen 2 timing sequence. 1st time I did it had zero issues but second guessed what I did and tore apart. Twice now, I’ve finished the driver side per the ford manual. When it comes time to rotate the crank one full revolution to 5 ‘o’clock then to 12 o’clock. It stops at 5 with alot of resitance and doesn’t want to move anymore. I’m using the wrench crankshaft positioning tool to rotate the crank. What am I missing?

From what I remember you do not complete a full revolution and then to 12 o'clock position.

You move from the 5 o'clock to the 12o'clock position rotating the crank clockwise.
