Front Bumper Paint Question

So I bought a GT350 Front Bumper and had it painted at my local Maco shop (I know, mistske to begin with). Naturally after just 2 months the paint on the front bumper started chipping easier than a 40 year old rusted truck. I'm a little torn as to what to do here and could use some help. I really hated taking the front bumper off my car and would really rather not do it again. I am wondering if I take it back to Maco or any other paint shop for that matter can they paint it on the car or do I need to take it off? See below pictures of chipping paint.

Did Maaco offer any type of paint warranty?

The problem is most likely improper prepping before they laid down the layers.

Did they even prime it, or just start spraying? From your pic, it doesn't look like there's any primer where the paint peeled away.

There is absolutely no primer on that bumper. The paint will strip off completely.
Also, the bumper looks scratched on the second picture.

Shouldn't be a big deal to remove the bumper and have it repainted by a professional though. Bumpers come off easily and if done properly there is no harm both to the bumper and to the car. Is surely a hundred times better to remove it than masking the car and then having fumes of paint deposit everywhere and make everything else opaque.

I had a paint shop do it on a bumper 10 years ago. Never went there anymore because if they can't prepare the surface of a new, dismantled bumper I prefer not to think what they will make to a fully assembled car.
