Front Brake Pad For & Aft Play

Is it normal for the brake pads to audibly shift when parking for example changing between P and R ?

Do I need new pads or missing shims?

Yes, it is normal. There is a little vertical up and down play between the pads backing plates and calipers. When changing direction at a slow speed you will hear a single "knock" sound. You can verify this with a helper person outside of your car at either front corner.
