I agree 100% far too expensive.
I saw a video on would they be ready and that's obviously yes. But there is no grandstand viewing at turn 1! I fully understand that they are restricted by the Strip but I have a feeling this will be a one off (or however many have been signed up for) races in Vegas. there are so many amazing tracks in the US that they could use why do something like this. It's a total gimmick and nothing more. They'd have to give me free tickets to the race to go and watch this and I love F1.

So harsh on Carlos too. If he’d wrecked then that’s on him but through no fault of his own he now has pretty much zero chance of winning. I don’t know the answer to this as the engine and chassis could have been on its last legs and getting a free replacement could be a huge benefit… but this should at least be taken into the budget spend for the year for sure. This will have been a very costly thing for Ferrari to have had to do at this point in the season.

This won't affect their budget cap per say because they already had the spare parts ready. IF they had to build more spare parts it would come out of the cap. but its second to last race. Also keep in mind this has happened in Monaco, Azerbaijan, and Baku also before wrecking a couple other cars in the past. It sucks but it's not unprecedented.

Why does everyone call it a manhole cover? Track is in Los Vegas, not Lilliput.
