Generally speaking, if the temperatures are consistently below 45 degrees, you'd want to be looking for snow tires. It's less about snow depth and more about temperature malleability of the rubber compounds.

I have always been pleased with Bridgestone Blizzaks, but I do not own a mustang yet. I plan on running them on my 18" stock wheels and then buying a set of 19" rims for summer (possibly depending on how they repair the roads here in CT).
Exactly what I have...

18" blizzack lm32's for winter and 19" summers.

I ran these last winter here in CT with no issues. Just be smart when you drive and the blizzacks help a TON. WELL worth the price. NEVER skimp where the rubber actually meets the road!!!
