I believe this is basically what Track Mode is for.

Hold traction control button for 15 to 20 seconds until 'advanced traction control off' apoears. Don't know about stability question. This will turn off traction control completely. Watch yourself with it off because that's when Mustangs do Mustang things.

So first level off is Traction control off, second level off after holding for more than 5 seconds is Stability control off. Track mode automatically disables traction control but stability control is on (more lenient presumably)

Since there is a toggle switch vs a push button switch, I assume you just hold the toggle for x time?

Yes. If you hold the toggle shortly (release it immediately), traction control will be disabled and if you hold it for more than 5 seconds and then release it, stability control will be disabled. You get confirmation on the display.
