Yes it's for drainage....or it could be for a nitrous purge.

Yes, drainage. Gets easily blocked by debris, so try and keep it clear.
Leaves and such will block it really fast.

And talking about drainage holes, check the door ones at least once. They can be blocked with a waxy crap from the factory, converting your doors into pools when it rains. Once cleared, they usually stay that way, but at least check them once a year.
