Does Exhuast setting effect MPG?

Live in a "village" that has its own PD, they are brutal on speeding most streets are 30 some 35 mPH and they hide everywhere in wait, sport mode brings them out hiding every time. It's kinda fun to rev up at a light and see them poke their cruisers out! They have even tried stopping me for hard acceleration but still within the limit in first.

Do they see that you live in the village and let you off.

A lot of small towns in texas tend to mainly target out of towners for tickets. Harder to fight in court if you need to travel back

Mostly local traffic, they do profile old beat up cars for sure, and they nail the high school kids, but I see neighbors pulled over all the time. They always seem to fill their quotas according to the unofficial conversation with the village manager. Seems kinda silly cause their main revenue is from property taxes, highest in the county. These tickets are a drop in the bucket.
