Does anyone know if the S550 Cobra Jet Tie Downs are available for purchase?

The Tie Downs come equipped on the S550 Cobra Jets.

I was wondering if these are available to purchase as an aftermarket accessory for when needing to flatbed or trailer an S550??

CJ, I bought mine from Summit Racing. They are the Ford Performance version for the S550. Used them to trailer my 350 home from the dealer. They work well and are still on the car.
However, they do not mount in the locations that you have in your pictures. They mount in the front where jacking rails attach, and in the back behind where the rails bolt on.

The part number for the Ford Performance version is M-1700-M.

Yes, the pic in the initial post shows the tow hooks that come with the S550 Cobra Jet and where Ford Performance mounts them.
