Deleting and adding new key fobs

I was trying to find out if the pro level scan tools can delete and add new keys for the 15-17? Or is a special tool needed that only the dealer has? A couple of years ago I lost a fob and bought a replacement but never got around to having the car updated. I was looking at the xtool d7 which is supposed to have all dealer level functions unlocked and claims it programs keys.
