Deleting Admin Key

Dealer lost one of my admin keys and had to order a replacement. Now my vehicle says it has 3 Admin keys assigned even though I only have 2. I've called a few local dealers and Ford Corporate and keep getting different answers. Some say it will always say 3 keys and you can't make it say 2, some say that 3rd key would still work some say it won't.

Anybody know if someone could use that 3rd key to start my car?
