It's basically the process that detailers use to buff/polish/clean the clearcoat on our modern auto paints to level the finish so that all minor swirls, scratches and imperfections are removed, and the clearcoat is made as pristine as possible, prior to applying things like PPF or ceramic coatings.

So it's essentially one of the prep steps (including washing the car obviously) prior to the "main event" being applied.
